Updates to Circulars regarding the supervisory reporting (n° 115, 148, 154, 189, 217 and 272)

The Bank of Italy has issued updates to following circular:

• Circular No. 115, 7^th August 1990 “Istruzioni per la compilazione delle segnalazioni di vigilanza su base consolidate”, update n° 27;
• Circular No. 148, 2^nd July “Manuale delle Segnalazioni Statistiche e di Vigilanza per gli Intermediari del Mercato Mobiliare”, update n° 24;
• Circolar n. 154, 22^nd November 1991 “Segnalazioni di vigilanza delle istituzioni creditizie e finanziarie. Schemi di rilevazione e istruzioni per l’inoltro dei flussi informativi”, update n°73;
• Circular No. 189, 21^st October 1993 “Manuale delle Segnalazioni Statistiche e di Vigilanza per gli Organismi di Investimento Collettivo del Risparmio”, update n° 22;
• Circular No. 217, 5^th August 1996 “Manuale per la compilazione delle Segnalazioni di Vigilanza per gli Intermediari Finanziari, per gli Istituti di pagamento e per gli IMEL”, update n° 20;
• Circular No. 272, 30^th July 2008 “Matrice dei conti”, update n° 14.

The amendements proposals are aimed at:

1. adapting the supervisory reporting of some categories of financial assets according to what already required by the Financial Reporting (FINREP);
2. integrating the supervisory reporting with new items of macro and micro prudential supervision;
3. reviewing some informative details to adapt them to the European Regulatory Framework and to the developments concerning the financial intermediation;
4. updating the references to the regulation of Corporate Insolvency and Bankruptcy in the provisions regarding the impaired financial assets deteriorated after the Legislative Decree 14/2019 abrogating the bankruptcy law.

The updated drafts of supervisory reporting regarding banks and other financial intermediaries  are already undergoing public consultation, but the proposals to amend with margin of appreciation has been subjected to to the regulatory impact assessment (RIA).

The updates to all circulars shall run from 30^th June 2021.
